WHAT IS LOCAL LAW 84/133 BENCHMARKING?

Local Law 84/133 requires owners and managers to report their building’s energy consumption to the City of New York on an annual basis. This is done through the EnergyStar Portfolio Manager Energy Benchmarking online platform.


Local Law 84 was signed into law in 2019 as part of the Greener, Greater Buildings Plan. This law originally applied to New York city buildings greater than 50,000 square feet. In 2016 the law was expanded under Local Law 133 to cover New York city buildings greater than 25,000 square feet.

LL84/133 ENERGY BENCHMARKING: WHATS INVOLVED?

  • Collecting energy consumption data from utilities and vendors (Con Edison, National Grid, fuel oil providers, etc.)

  • Setting up an account on the EnergyStar Portfolio Manager website

  • Entering the building’s space use characteristics into EnergyStar Portfolio Manager

  • Entering the annual energy consumption data into EnergyStar Portfolio Manager

  • Generating an Energy Benchmarking report from EnergyStar Portfolio Manager

  • Submitting the Energy Benchmarking report to the City of New York before May 1st.

WHAT ARE THE PENALTIES FOR NOT COMPLYING WITH LOCAL LAW 84/133?

The penalty for not complying with Local Law 84/133 is a violation of $500 per quarter. Violations will continue to accrue until an Energy Benchmarking report is submitted to the City of New York.
